近日，国家市场监管总局发布《特种设备安全与节能事业发展“十四五”规划》，《规划》提出，强化检验机构的公益属性和检测机构的市场属性，全面落实检验检测改革措施。详情如下：
《规划》的基本原则提出，积极应对新技术、新产业、新业态、新模式下特种设备安全形势，持续深化“放管服”改革，强化检验机构的公益属性和检测机构的市场属性，全面落实检验检测改革措施。加强制度创新与政策集成，促进特种设备全生命周期的产业链和创新链深度融合，鼓励创新要素向企业、检验检测机构集聚，加快打造原创技术策源基地，加速科技成果转化应用进程。《规划》主要目标提出，培育一批特种设备跨国企业，打造一批有国际影响力的检验检测机构，创建10个以上特种设备产业集聚区，推动特种设备重点产品进出口总额增长5%以上。
《规划》要求，加强检验检测机构监督检查，提升检验检测机构服务品质，引导检验检测行业健康有序发展。支持检验机构、社会组织和企业开展国际交流合作，促进新技术引进及特种设备产品和检验检测技术服务出口，推动中国特种设备高端产品、成套设备走出去。
推进检验检测改革。坚持市场监管部门所属检验机构的公益属性，完善检验供给模式，做优做精公益性检验技术机构，规范引导社会检验检测机构健康发展；引导检验机构加强科技研发创新，强化对特种设备监管工作的技术支撑作用，鼓励开展重大活动保障、服务产业提升、普法科普等公益性活动；完善以发现隐患为导向的特种设备检验检测工作要求；鼓励符合条件的企业开展自检工作。强化服务支撑。
强化特种设备检验对安全检查工作和企业安全管理的技术支撑，以提升科研与技术能力为导向，创新检验检测方式，探索智能检验模式，提高检验工作质量。合理规划检验检测机构布局，支持特检机构做优做强，打造具有国际一流技术竞争力的国家级特检机构和一批国内领先水平的区域级特检机构；发挥省，市级特检机构公益属性，积极承担属地保障性检验工作，有序引入社会检验机构和企业自检机构；鼓励特检机构拓展国际业务，参与国际竞争，增强国际影响力。特种设备产业基础提升行动专栏明确，开展特种设备关键零部件质量可靠性评价技术研究，制订产品质量分级标准，实施高端品质产品认证。
