Opinions on Promoting High-Quality Development of Hainan Free Trade Port through High-Level Quality Construction

       In order to thoroughly implement the spirit of the 20th National Congress of the Communist Party of China, strengthen the construction of quality infrastructure in our province, enhance the driving force of quality development, improve the overall quality level, build a quality support system that adapts to the requirements of high-level free trade port construction, and accelerate the improvement of quality foundation, breakthroughs in quality supply, and surpassing and surpassing of quality advantages to help the high-quality development of Hainan Free Trade Port, the following opinions are hereby proposed.

       I. Overall Requirements

       (1) Guiding Ideology. Adhering to Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the guide, fully implementing the spirit of the 20th National Congress of the Communist Party of China, thoroughly implementing General Secretary Xi Jinping's series of important speeches and instructions on Hainan's work, implementing the deployment of the Outline for Building a Powerful Nation in Terms of Quality, focusing on the strategic framework of "one book, three bases, four pillars, and eight columns" for Hainan Free Trade Port, focusing on addressing shortcomings, strengthening weak points, breaking bottlenecks, and promoting innovation, comprehensively promoting the improvement of efficiency in the construction of a strong province in terms of quality, leading the transformation and upgrading of the modern industrial system, and helping to shift and accelerate the competitive development advantages, providing strong quality support for the high-quality development of Hainan Free Trade Port.

       (2) Overall Objectives. By 2025, prominent problems and shortcomings in the construction of a strong province in terms of quality will be effectively addressed, breakthroughs will be made in the construction of quality infrastructure, quality supply capacity will be significantly enhanced, the efficiency of quality development will continue to improve, the overall quality level will continue to rise, and a quality infrastructure system that adapts to the construction of a Chinese-characteristic free trade port and the high-quality development of Hainan will be basically formed, providing strong quality assurance for the operation of the entire island's closure. By 2030, the efficiency of quality transformation and innovation supporting industrial development will be comprehensively improved, the quality and efficiency of economic development will be significantly enhanced, the quality of products, projects, and services will rank among the top in the country, the construction of a strong province in terms of quality will achieve leapfrog development, and its support and leading role in building a Chinese-characteristic free trade port with world influence will be more prominent.

       II. Comprehensively Strengthening the Foundation of Quality Elements and Improving the Quality Infrastructure System

       (3) Constructing a Technical Standard System with Chinese Characteristics for Free Trade Ports. Based on the national standard system construction plan, combined with the actual needs of Hainan Free Trade Port construction, a full-field standard system with Chinese characteristics that effectively supports high-quality development, connects with international trade rules, and is characteristic of a free trade port will be constructed. Give full play to the role of technical standards in promoting technological innovation, leading industrial upgrading, supporting social governance, promoting high-level opening up, and ensuring high-quality life, and promote the deep integration and interconnection of standards, policies, and rules. Focusing on Hainan's four major leading industries, accelerate the construction of a technical standard system for Hainan's characteristic and advantageous industries. Improve the standard system for the international tourism consumption center, focusing on formulating (revising) local standards for yacht tourism services, rural homestay services, and seafood catering operations; improve the standardized system for tropical characteristic and efficient agriculture, and comprehensively implement standardized production for high-quality bulk and characteristic agricultural products; construct a standard system for Li (Nan) medicine and other Chinese medicinal materials, medical devices, and professional medical care. Establish a government service standard system that effectively supports the construction of a business environment. Promote the interactive development of standardization and technological innovation, and promote the timely transformation of common key technologies and application-type scientific and technological achievements into national standards or local standards. Optimize the structure of standard supply, build a dual standard system where the government and the market coordinate with each other, and establish a standard implementation information feedback and evaluation mechanism. Build a graded cultivation system for standard innovative enterprises, and encourage enterprises to carry out technological, patent, and standard linkage innovation. Cultivate leading enterprises in enterprise standards, and promote leading enterprises, "gazelle" enterprises, and "specialized, refined, and new" enterprises to transform their independent technologies into advanced enterprise standards and group standards. Build the Hainan Provincial Standard Document Library and Standard Science Popularization Base, and realize the transformation of traditional standard text collections to digital standards. Establish and improve a quality disclosure system that combines mandatory and voluntary measures to guide enterprises in implementing quality commitments and self-declaration of standards.

       (4) Constructing a Modernized Metrology Guarantee System. Promote the construction of an industrial metrology testing center adapted to the development of the three future industries of Nanfan, deep sea, and aerospace, and layout key laboratories such as time frequency and digital computing. Carry out the "Metrology Service for Small and Medium-sized Enterprises" campaign to improve the quality assurance capabilities of small and medium-sized enterprises. Strengthen metrology scientific research and development, improve local metrology technical specifications, and improve the social public metrology standard system. Strengthen the mandatory verification of gas pumps, charging piles, and civil "three meters" and other civil metrology instruments, and comprehensively improve the coverage rate of mandatory verification and the traceability coverage rate of general metrology instruments.

       (5) Constructing a Testing and Certification Support Service System. Construct a high-standard testing and inspection system with industry markets as the main body, characteristic alliances as a supplement, and public welfare forces as the foundation. Strengthen the construction of national and provincial key laboratories, and build the Hainan Provincial Inspection and Testing Institute into a comprehensive quality service institution that is domestically leading and internationally recognized. Promote the international mutual recognition of inspection and testing results, and strive to achieve "one report, global access". Promote the establishment of national-level international scientific and technological cooperation platforms such as international scientific and technological cooperation bases and government-to-government co-constructed joint laboratories. Guide the industrialization agglomeration and integrated development of the inspection and testing industry, and form an inspection and testing service industry that matches the industrial form of the free trade port. Support overseas certification bodies to conduct export product certification business in Hainan after registration in accordance with regulations. Strengthen supervision in the field of certification and maintain the order of the certification market. Carry out quality management system certification improvement actions for small and micro enterprises, expand the coverage of certification, and improve the contribution of certification. Strengthen the supervision and management of product certification activities for enterprises with the same line, standards, and quality, and encourage third-party certification bodies to adopt existing inspection and certification results.

       (6) Improving the Quality Policy and Institutional System. Adhere to high-level promotion, deepen strategic cooperation with the State Administration for Market Regulation and other national ministries and commissions, implement quality policy evaluation, and hold provincial quality conferences. Improve top-level design, accelerate the formulation and implementation of long-term development plans for quality infrastructure, explore the inclusion of quality infrastructure into the overall planning of new infrastructure construction, and improve the layout of quality technical service institutions. Strengthen quality incentives, promote the selection and commendation of quality awards, and implement the reward system for leading enterprises in enterprise standards. Promote the effective coordination of industrial, financial, financial, technological, trade, environmental, and talent policies with quality policies.

       (7) Improving the Multi-Source Investment Guarantee Mechanism. Improve the funding mechanism for quality work and establish a quality infrastructure development fund. Establish and improve a financing and credit enhancement system covering quality, standards, brands, patents, and other elements, and strengthen financial services for quality improvement, technological transformation, and equipment upgrades. Carry out "quality loans" financing business, encourage banking institutions to increase medium and long-term credit support for private enterprises with high quality and good credit, and support the quality innovation and development of small and micro enterprises. Encourage financial institutions to increase support for technology-based enterprises. Encourage insurance companies to innovate insurance product services, actively promote product quality assurance insurance, and provide insurance support for enterprises to strengthen product quality assurance.

(8) Improve the quality talent team system. Build a high-quality and professional team of quality cadres, and enhance the quality literacy of Party and government leaders. Cultivate quality professionals in different fields and levels through various forms, build a Hainan quality talent training base, and carry out professional and technical competitions. Implement the "Star Fire" plan for quality talent cultivation, and equip and strengthen the grassroots quality workforce. Build quality expert teams at different levels and categories, and establish a complete quality expert database for products, services, and engineering in various industries and fields. Implement the chief quality officer system for enterprises, and include chief quality officers in regional talent management. Support universities in strengthening quality discipline construction and professional settings. Implement a vocational training system and a professional title system for quality professional and technical personnel, and effectively link the professional title system with the vocational qualification system. Explore the integration of production, education, and research, and cooperation between government, schools, and enterprises, support parks and industrial clusters to widely carry out quality public training, quality culture and skills education, and cultivate a group of quality talents who are proficient in international rules, professional technology, and urgently needed for industrial development. Support quality talents in various fields to participate in the "Western Light" visiting scholar program, and cultivate more quality talents to join the ranks of "Nanhai Yucai" and "Nanhai New Star".

III. Focus on breakthroughs in key areas to comprehensively improve the effectiveness of quality transformation

(9) Comprehensively enhance the driving force of quality construction for ecological civilization construction. Strengthen green and low-carbon quality support, and strive to be a top student in "dual carbon". Establish a standard measurement system adapted to carbon peak and carbon neutrality policies, and establish a mechanism for traceability of dual-carbon related quantity values. Establish a carbon emission measurement review system, strengthen the energy measurement review of key energy-consuming units, and promote the effective connection between energy resource and environmental measurement data and carbon measurement data. Layout quality infrastructure workstations around rural revitalization, and create a Hainan model of "standardization + ecological civilization villages". Focusing on ecological industries such as green factories, prefabricated buildings, degradable materials, and new energy vehicle power supply devices (charging piles), comprehensively promote the construction of supporting quality infrastructure, improve the green product standards, certification, and identification system, accelerate the improvement of inspection and testing capabilities, and deepen quality technological breakthroughs. Explore the construction of a public service platform for green and low-carbon industrial chains, promote the green certification of components and parts of prefabricated buildings, and promote the upgrading of the green building industry. Encourage enterprises to carry out environmental management system certification and key energy-consuming units to carry out energy management system certification, and explore the creation of Hainan-characteristic, internationally recognized high-end green and low-carbon certification brands. Vigorously develop ecological product supply chains, and increase investment and support for the development of brands such as "green food, organic products, and good agricultural practices".

(10) Focus on strengthening the driving force of quality improvement for the development of characteristic industries. Deepen quality improvement actions, and effectively increase the high-quality supply of products, engineering, services, and ecological environment. Implement the Hainan characteristic industry quality development demonstration project, and carry out quality巡回问诊and quality benchmark demonstration activities. Implement the industrial chain quality linkage improvement action, draw and dynamically update the provincial key industrial chain map and quality infrastructure distribution map, provide comprehensive quality services and technical solutions for key areas such as biomedicine, offshore wind power, petrochemical new materials, and low-carbon manufacturing, and enhance the quality resilience and risk resistance of chain enterprises. Encourage leading enterprises and leading enterprises to vertically integrate the industrial chain, and promote the inclusion of small and medium-sized enterprises in the chain into a common quality management system. Cultivate 15 major industries such as natural rubber, Wenchang chicken, mango, and winter vegetables in stages, and promote the creation of national advantageous and characteristic industrial clusters, modern agricultural industrial parks, strong industrial towns, and provincial modern agricultural high-quality development industrial parks, etc., to build industrial integration development platforms.

(11) Continuously enhance the influence of Hainan quality brands. Implement the Hainan brand construction project, and promote the creation of first-class products, first-class enterprises, and first-class brands. Using "standards + certification" as the main means, we will focus on creating regional public brands based on the free trade port logo and Hai Pin Code, and drive the establishment of a number of quality brands that can carry Hainan characteristics and convey market trust. Establish a collaborative mechanism among governments, parks, enterprises, and social organizations to promote quality brand improvement, and implement precise assistance and cultivation with "one area, one policy" and "one industry, one policy". Build a "provincial-level drive, city and county linkage, enterprise interaction" agricultural brand development model, and cultivate a number of regional brands, enterprise brands, and product brands of agricultural products with high quality, prominent characteristics, strong competitiveness, and wide popularity around characteristic agricultural products. Continue to carry out the manufacturing industry's "increase varieties, improve quality, and create brands" action, strive to cultivate national specialized and new "small giant" enterprises and national manufacturing "single champion" enterprises, create a group of leading "young eagle" enterprises that focus on segmented markets, have strong innovation capabilities, high market share, master key core technologies, and have excellent quality and efficiency, and form a Hainan manufacturing brand matrix. Relying on the Boao Lecheng International Medical Tourism Pilot Zone and the Lingshui Lian International Education Innovation Pilot Zone, cultivate medical and educational regional brands. Continue to hold the Boao Forum for Asia Annual Conference, the China International Consumer Products Expo, and the Hainan Island International Film Festival to create well-known exhibition brands. Revitalize Hainan's time-honored brands, and cultivate a group of backbone enterprises with profound historical and cultural heritage and strong brand influence. Strengthen brand promotion actions, continue to hold the "China Brand Day" Hainan Pavilion activities, and showcase Hainan brands through multiple channels and in an all-round way.

(12) Comprehensively strengthen the guarantee of quality and safety for the construction of the international tourism consumption center. Deepen the "Rest Assured Consumption in Hainan" creation activities. Focusing on "eating, lodging, traveling, shopping, entertainment," improve the standard and quality management system, and improve the quality of service supply. Innovate new digital consumption scenarios, and accelerate the iteration and upgrading of traditional tourism and consumption industries. Focusing on tourism and consumption, carry out market special rectification, severely crack down on various illegal and irregular business operations, establish a tourism consumption complaint advance compensation mechanism, and effectively resolve tourism consumption complaints and public opinion. Strengthen quality and safety supervision, establish a quality and safety risk assessment and early warning mechanism, urge enterprises to implement the main responsibility for quality and safety, build a quality responsibility traceability system covering production, sales, services, and consumption, and explore the establishment of a mandatory reporting and investigation system for product quality and safety accidents. Continuously strengthen the construction of the quality credit system, guide food production enterprises in the province to strengthen the awareness of "three products," abide by morality and law, operate in good faith, and produce according to standards. Promote the planning and construction of provincial medical quality control centers, and further promote the standardization and standardization of medical quality control work. Promote the construction of the "one-code-through-the-island" characteristic service system, build a provincial unified "enterprise code," establish a graded management mechanism for "credit codes," explore the "code-based supervision" mobile supervision scenario, and increase the intensity of untrustworthy joint punishment in accordance with laws and regulations.

(13) Strengthen the support of quality development for national major strategic service guarantees. Focusing on the three future industries of Nanfan, deep sea, and aerospace, as well as strategic emerging industries, accelerate the technological innovation of quality technology, standard development, metrology testing, inspection and testing, and intellectual property rights, and promote the deep integration of quality chains, industrial chains, and innovation chains, and build common technology platforms to break through a number of key common technologies in the industry. Promote the evaluation and application of major first (set) major technical equipment. Build a new organizational system for Hainan Provincial Laboratories, strive for the layout of national laboratories, national key laboratories, major innovation bases, national quality inspection centers, national standard verification points, industrial metrology testing centers, and metrology data application bases in Hainan, promote the high-quality operation of the Yazhou Bay National Laboratory, and accelerate the construction of the Hainan Provincial Deep Sea Deep Energy Engineering Key Laboratory, the Sanya Marine Laboratory, and the Hainan Commercial Space Launch Site. Carry out the "Elite Action" and "Young Eagle Action" for high-tech enterprises, and promote the high-quality development of small and medium-sized enterprises.

IV. Accelerate the catching up and surpassing of new quality advantages, and better adapt to the construction of a high-level and high-standard free trade port

(14) Driving Internationalization through Standard-Based Openness. Strengthen tracking research on the integration of standards with international rules, regulations, and management; deeply participate in international governance and cooperation in quality infrastructure; actively participate in international standardization activities under bilateral and multilateral cooperation mechanisms such as RCEP. Accelerate the integrated development of domestic and foreign trade, and promote the "same line, same standard, same quality" of domestic and foreign trade products. Promote the holding of the China Standardization Forum (Boao) to create an international exchange and cooperation platform in the field of quality. Pilot international high-standard trade rules, forming a "Hainan advantage" in international trade rules, and making "Hainan standards" a benchmark for evaluating the development of free trade port construction. Focusing on advantageous areas such as tropical characteristic high-efficiency agriculture and carbon sinks, promote the creation of international standardization technical organizations. Conduct demand analysis for carbon market trading rules and service standardization, explore business models combining international and domestic carbon trading, and build a trading rule and service standard system. Encourage scientific research institutions, universities, and industry organizations to conduct international exchange and cooperation on quality. Promote the reform of the commitment-based entry system for the accreditation of inspection and testing institutions, and improve the level of market access facilitation for accreditation. Build an international standardization talent training base, and promote the establishment of Hainan Provincial Technical Barriers to Trade Service Center, focusing on providing early warning and notification of technical barriers to trade to countries and regions in the South China Sea, Southeast Asia, and the "Belt and Road" initiative.

(15) Achieving High-Level Development through the "National Team" Playing the "Hainan Card." Adhere to the principle of "growing bigger and stronger," strengthen in-depth cooperation with the National Institute of Metrology, the China Entry-Exit Inspection and Quarantine Science Research Institute, China Jiliang University, and other "national teams" to achieve leapfrog development in quality infrastructure capabilities. Relying on the National Institute of Metrology, jointly build "one platform (Hainan Free Trade Port National Quality Infrastructure Innovation and Development Platform), two bases (Hainan Provincial Inspection and Testing Institute, Sanya Branch of the National Institute of Metrology)" to create a high-level quality technical support platform suitable for the construction of the free trade port. Support domestic and foreign quality technology institutions to set up institutions in Hainan, and promote the agglomerated development of the quality service industry. Improve the efficiency of "one-stop" services for quality infrastructure, and promote the opening and sharing of technology, equipment, and data to enterprises. Continue to carry out the "quality improvement and enterprise strengthening" action of quality technology assistance, and strengthen the supply of quality technology to small and micro enterprises and foreign trade enterprises.

(16) Promoting Intelligent Development through Data Empowerment. Promote the sharing, interconnection, and business collaboration of quality information. Support the construction of the "National Quality Cloud" project in Hainan, and build a quality database that effectively supports foreign trade development and product traceability. Build a "one-stop" online service platform for quality infrastructure, and create a provincial quality service matrix. Improve the standard information management system, build the "Hainan Provincial Inspection and Testing Online Supermarket," create a consumer product quality and safety testing service platform, and promote the intelligent management of special equipment throughout the entire chain. Explore new models for real-time remote online verification of charging pile metering, and promote the evaluation and application of intelligent power status. Innovate the intelligent supervision model of quality and safety, and expand the digital application scenarios of quality service, market supervision, metrological monitoring, and quality governance.

V. Strengthening Organizational Support

(17) Strengthening Unified Leadership. Uphold the Party's overall leadership over quality work, establish a provincial Party committee quality supervision system, and improve the quality work pattern of "Party committee leadership, government leadership, joint departmental efforts, enterprise responsibility, and social participation." Improve the mechanism for coordinating and coordinating quality construction work. The main responsible comrades of governments at all levels should personally take charge of quality work, and ensure departmental coordination and vertical and horizontal linkage to form synergy.

(18) Strengthening Assessment and Evaluation. All cities, counties, and departments should formulate specific measures, clarify responsibilities, and ensure the implementation of this opinion. Deepen the assessment of quality work, and include the assessment results in the comprehensive assessment and evaluation of leading Party and government groups and relevant leading cadres at all levels. The Provincial Quality Improvement Office should clarify the division of responsibilities and time schedule requirements, strengthen tracking and supervision, and ensure implementation.

(19) Strengthening Publicity and Guidance. Timely summarize and refine the innovative measures, advanced experiences, and excellent cases of quality work throughout the province, and carry out publicity through multiple carriers, channels, forms, and dimensions to create a good atmosphere where everyone cares about quality, attaches importance to quality, and enjoys quality.
